COVID-19 RELIEF SUPPORT RE-OPENS FOR AOTEAROA TOURING PROGRAMME RECIPIENTS

Extra assistance has been made available for Aotearoa Touring Programme supported shows which have been cancelled or postponed since 1 June 2022 due to the performing artist contracting COVID-19. This is part of the Music Commission’s continued work through the Manatū Taonga COVID-19 Relief Funding package announced by Minister for Arts, Culture and Heritage, Hon Carmel Sepuloni in 2021.

The Aotearoa Touring Programme COVID-19 Relief Support enables existing Tier 1 and Tier 2 recipients to claim 100% of their pre-approved costs incurred shows that have been cancelled or postponed due to a key performer contracting COVID-19 from June 1st 2022. These show must have been on-sale and advertised to be eligible.

The music community across Aotearoa has been severely impacted since early 2020 by the COVID-19 pandemic, particularly  most acutely for live music, with hundreds of performances cancelled or postponed affecting hundreds of jobs.

Aotearoa Touring Programme COVID-19 Relief Support:

The Aotearoa Touring Programme COVID-19 Relief Support will enable existing Tier 1 & Tier 2 recipients to claim 100% of the approved costs incurred for shows that have been cancelled or postponed due to a key member of the performing artists contracting COVID-19 from June 1st 2022. Evidence of the positive COVID-19 test must be available and may be required as part of the application.

The approved costs for cancelled or postponed Tier 1 & Tier 2 shows can include:

Venue hire deposits for cancelled shows only.

Sound production (including backline), lighting and staging production deposits for cancelled shows only.

Promotion including publicity fees for cancelled or postponed shows.

Advertising and marketing costs including local media spend for cancelled or postponed shows.

Artwork for cancelled or postponed shows.

Insurance (where policies are not transferable) for cancelled or postponed shows.

Air travel, accommodation and vehicle rental will be considered only if refunds or date changes are not possible. Evidence will need to be provided.

Deposits for postponed shows are not eligible, as those costs will be transferred to the later scheduled date and can be reimbursed at the standard 50% rate through the usual Aotearoa Touring Programme claim process.

Eligible claimable costs will be related to the expenses detailed in your original Aotearoa Touring Programme grant application, and as per the usual claim process invoices for costs must be provided.

We are also offering a rescheduling contribution. This contribution will be a flat payment of $100 per cancelled or postponed Tier 1 show, and $300 per cancelled or postponed show for Tier 2, with both Tiers capped at $2,000 per tour. We will calculate this based on the information provided in this application. 

There is no limit on the number of times a rescheduling contribution can be applied for. Each time a tour is cancelled or dates rescheduled an application for a rescheduling contribution can be submitted.

You are not eligible to apply for a Aotearoa Touring Programme COVID-19 Relief Support if the cancelled/postponed tour is being supported by the Ministry for Culture and Heritage Event Support Scheme. https://mch.govt.nz/mi/arts-and-culture-event-support-scheme

 

Additional information

For auditing purposes and avoidance of fraud, you may be asked to provide evidence of the affected tour party member’s positive COVID-19 record (i.e. doctor’s medical certificate or screen shot from My Covid Record).

For claims due to fully cancelled shows/tours (ie. shows/tours that do not have new dates scheduled), it will be considered the Aotearoa Touring Programme grant is closed on completion of this claim. A new grant application will be required for any future tour projects,

For tours postponed or cancelled due to COVID-19 from June 1 2022, the maximum contribution payment available is the total of the original grant.

The claim form is the application form. Once assessed, an additional contract will be issued with the approved COVID-19 Relief Support amount.

As recommended by the NZ Music Commission auditors, there will be verifications of payment undertaken of a random selection of invoices.

Submitting a claim does not guarantee payment or the approval of a grant.
